Income redistribution at U.S. expense

Many of us are still stunned that President Obama was awarded the Nobel Peace Prize even though he has no accomplishments to this credit beyond his major difference of opinion with his predecessor, if not practically every American president. He is determined to make amends for our nation’s sins by apologizing for them in speeches given abroad, as well as changing public policies to bring the nation in alignment with his thinking. In the text of the Nobel Peace Prize Citation, Obama is lauded for his efforts for promoting nuclear disarmament and combating "global warming," but I was particularly struck by this passage:

"Only very rarely has a person to the same extent as Obama captured the world's attention and given its people hope for a better future. His diplomacy is founded in the concept that those who are to lead the world must do so on the basis of values and attitudes that are shared by the majority of the world's population."

Let’s unpack that paragraph. Not for a moment forgetting that our President still has no significant accomplishments to his credit, let us take seriously his current hold on "the world’s attention." Obama is believed to agree with the "values and attitudes that are shared by the majority of the world’s population." Judging from other statements in the Text, that would be the aspiration for democracy and human rights.

While it may be true that most people either enjoy or seek democracy and human rights, a majority of the world does not enjoy them or is likely to. Democratic republics are to be found mostly in Europe and North America, with a scattering of them in Latin America and Asia. The only reliably democratic regime in the Middle East is Israel, which for its virtues has earned the hatred of Muslim nations, and many others besides.

Russia, China and emphatically the Islamic terrorists are not fond of democracy or human rights, not to mention the rogue regimes in North Korea, Iran and Venezuela; and the Third World generally has had little or no experience with these great human goods.

So what can it mean for the President to share the "values and attitudes" of most of the world? We have already seen what this means in practice as Obama negotiates without preconditions with despots likes Hugo Chavez, Mahmoud Ahmadinejad, and Kim Jung-Il; has appeased the Russians by abandoning missile defenses in Poland and the Czech Republic; asserts moral equivalence between Israeli settlements and Palestinian massacres; is trying to impose a Chavez clone as President of Honduras; and has even ended the close partnership between the United States and the United Kingdom.

I fear that many Americans’ reluctance to take seriously Obama’s "transformation" rhetoric has blunted the alarming significance of these developments. Remember that Presidential candidate Obama deplored the fact that Americans use more energy than the rest of the world, leaving out of consideration that Americans produce much more than other peoples do.

Somehow it is unjust, according to Obama, that Americans have a higher standard of living than most other nations. Obama is also troubled that some Americans make more money than others. He famously told Joe the Plumber that those who make more than a quarter of a million dollars should "spread the wealth around."

Obama does not seem to understand that when some people succeed in their businesses, they are making jobs for others, not to mention that America is an upwardly mobile society in which those who make relatively small incomes in time work their way up to higher levels. More, he has difficulty distinguishing between disparate incomes in countries that encourage free competition and those which repress it. Class distinctions are not permanent in America as they are in our largely undemocratic world.

For Obama, I believe, just as the lower incomes of some Americans justify a claim on those in higher income brackets, so does the lower standing of most of the world have a claim on the United States.

Given the "values and aspirations" of most the world, it has no difficulty with international income redistribution. It seeks to transfer our wealth to other nations that lack our productivity and, more important, our freedom. Obama obliges by imposing unsustainable social welfare spending on our people, abandoning proven oil production for costly "soft" energy, and refusing to develop nuclear energy.

Whether Obama or not succeeds in "transforming" America from a prosperous nation into a succor (pun intended) for the rest of the world, he is laying the groundwork by catering to the world’s "values and aspirations." Be prepared to be fleeced.

Artists don’t live in an alternative universe

The current saga of Roman Polanski, who aspires to the lofty category of "artist," reminds us of the old Puritan suspicion of actors as immoral. It may shock people of all persuasions to learn that all artists–and scientists as well–were subjected to withering criticism by that patron saint of modern liberalism, Jean Jacques Rousseau. "[T]he depravity [is] real," wrote the author of the Discourse that won the prize of the Academy of Dijon in 1750, among peoples whose "souls have been corrupted in proportion to the advancement of our sciences and arts toward perfection."

Critics of Rousseau were quick to point out that he did not miss any of Moliere’s plays and thought they had espied a hypocrite. But Rousseau’s main concern was the popularization of the arts and sciences, retaining immense respect for those with genuine talents. He feared that these disciplines, if freed altogether from social or political control, threatened not only to corrupt the nations that indulged them but degraded art and science themselves.

More, as artists and scientists gain prominence they regard themselves as beyond criticism and become indifferent to the fate of their fellow citizens. They even become toadies of corrupt regimes as long as they are left free to do as they please, and those who lived under monarchies were willing to glorify them.

Rousseau believed that the passion for distinction could find an outlet in the arts and sciences no less than in politics and war, and saw clearly that many whose ambitions far exceeded their talents would attempt nonetheless to reap the rewards of celebrity and fame.

Alexander Hamilton wrote in The Federalist that "the love of fame is the ruling passion of the noblest minds," convinced that the greatest among us would perform great deeds so as to be remembered for all time. The patriots of 1776 founded a republic and thereby won lasting fame.

However, Abraham Lincoln warned in his famous Lyceum Speech of 1838 that those who seek fame are as likely to win it by destroying republics as by establishing them, indicating that moral virtue in our leaders was necessary to avoid the fate of ancient Greece and Rome with Alexander and Caesar, and modern France with Napoleon.

Lincoln’s political critique applies to no less to other famous people, particularly artists and scientists. Is it difficult to see the passion for fame in Charles Darwin’s challenge to the natural law teachings of the founders of modern science with his theories of random chance in the biological world? Of Pablo Picasso’s revolutionizing of painting as no longer a representation of the visual world?

The dime store versions of these talented but misguided souls are persons who advance their careers by endorsing the "consensus view" in the learned academies, such as the dangers of "global warming," and Hollywood producers who confuse their passion for pushing the moral and political envelope with genuine talent.

People who seek distinction from being contrary to what the majority of their fellow citizens believe or support have convinced themselves that they are "a cut above" all those they regard as dummies, and use their status as a free ticket to a life of unaccountable behavior.

Polanski illustrates this perfectly. He committed a heinous crime and fled the country before sentencing, living on the lam in Europe for over 30 years. He and his "artistic" friends believe that his status entitles him to immunity from laws that govern everyone else. No one exposed this vanity better than The Nation's Katha Pollitt:

"The widespread support for Polanski shows the liberal cultural elite at its preening, fatuous worst. They may make great movies, write great books, and design beautiful things . . . But in this case, they're just the white culture-class counterpart of hip-hop fans who stood by R. Kelly and Chris Brown . . . "

Wasn’t Polanski in Switzerland, a neutral country, and attending an international arts festival, a world of the immortals? Who are these narrow-minded law enforcement officers who think they can arrest the producer for something that Whoopi Goldberg informed us was not "rape rape?"

The arts and sciences are among the greatest gifts of our Maker to the human race, but every gift should be treated with the respect it deserves and not used as an excuse for vicious acts and cults of personality. Whether or not they make people corrupt, it is clear that they are no barrier to corruption. Morality remains central to civilized life.

For Dems, it’s always ‘butter’ over ‘guns’

In the wake of the Obama Administration’s looming failure with its government health insurance and possibly its cap-and-trade proposals, it has made a grand splash on the international stage–at the United Nations in New York and the G-20 (formerly G-7) meeting in Pittsburgh. No one could fairly call Obama a tyrant, for he lacks a tyrant’s power, and he is certainly not acting like one (except for Honduras). When a tyrant runs into difficulties at home, he diverts attention by stirring up troubles abroad. But Obama is apparently contemplating reversing course in Afghanistan.

Like previous Democrats, President Obama’s international strategy seems rather to diminish than enlarge our world role. When he is not denigrating the previous administration or apologizing for his country, Obama is determined to build up the power and prestige of international organizations. Ostensibly aimed at curbing the aggressive designs of rogue nations like North Korea and Iran, the President’s real objective is to check the supposedly imperial ambitions of the United States.

Like failed presidential candidate George McGovern, Obama wants America to "come home" from its international responsibilities, dropped into its lap by the Japanese attack on Pearl Harbor in 1941 and kept there by the Soviet Union’s drive for world domination. Liberal Democrats believe that almost all international "tensions" arise from either misunderstandings or America’s own failings.

When one puts this together with the pressures from domestic politics, we get retreat from international leadership. As liberal Democrats in Congress indicate their displeasure with Obama’s attempts to rescue its health care "reform" by reducing or masking its socialistic features, Obama may have found the tactic that will placate them.

Early on, Obama seemed to make good on his promise to give our efforts in Afghanistan the priority they have long deserved by a commitment of 40,000 troops with a new commander. However, liberal Democrats in Congress made it clear that they did not wish to continue our efforts there.

So when someone in the Beltway leaked to the Washington Post that the commanding general wants to ratchet up the total numbers to 100,000, the President suddenly announced that, until we have settled on our strategy and tactics, he cannot approve the request without more study. Friends, this was the "good war" that the bad Bush neglected for nation building in Iraq. Why the abrupt change?

I submit that, however forcefully Obama declared that he would prosecute the war in Afghanistan, his heart was never really in it. The truth is, the wars in both Iraq and Afghanistan were fought against the same enemy, often working in tandem with each other and always against the United States and the Western world. As Bin Laden is a terrorist without a government, Saddam Hussein was a terrorist with a government.

It was clever and useful for Obama to distinguish between the wars in Iraq and Afghanistan, for it gave a patina of truth to his claim that his quarrel with Bush was tactical, not strategic. Obama needed only to accept the windup of the American campaign in Iraq, but Afghanistan turned out to be more difficult than he thought.

So now that the left wing of his political party (Obama’s wing) shows signs of restiveness over his domestic policy, that faction’s zealotry for socialism and indifference to the plight of other nations is combining to cause the biggest disaster for America since the fall of southeast Asia to Communism. That defeat, too, was a direct result of the left’s hostility to political freedom abroad and its disrespect for American honor.

Just as our retreat in Vietnam made meaningless the sacrifices of our fighting men in that long conflict, so those brave men and women who have served and continue to serve in harm’s way in Afghanistan face a similar prospect.

Lyndon Johnson was determined not to follow the example of his hero, Franklin Roosevelt, who shelved the New Deal in order to give priority to saving America from German and Japanese imperialism. The war in Vietnam was the "bitch" that Johnson felt he was cursed with but which he would not permit to delay his cherished Great Society.

Like LBJ, Obama would rather "transform" American society than attend to the common defense. Placing its faith in international organizations, this administration imagines that foreign threats will go away as long as our nation takes the socialistic course. We will pay for this folly.

Racism is alive and well--among Dems

As the growing extent and intensity of public opposition to the Obama Administration’s policies threaten to shut down its agenda, defenders of the Administration have resorted to systematic name calling. The most favored epithet is "racist." No less a personage than former President James Earl Carter last week alleged that most of the opposition to the Obama agenda is due to the President’s partly African origins. It is amazing that those same voters who cast their ballots for the President last year but are opposed to his agenda now suddenly have become transformed from public-spirited citizens into bigots.

Democrats have been calling Republicans racists for years, and it is as false as ever. It was the Republican party, after all, which brought about an end to slavery against powerful Democrat opposition. And it was the southern Democrats who maintained apartheid for a century after emancipation and who opposed civil rights legislation until President John Kennedy reluctantly supported Rev. Martin Luther King Jr.’s efforts to end segregation.

In fact, a greater percentage of Republicans than Democrats supported the omnibus Civil Rights Act of 1964, as such southern "liberals" as William Fulbright and Albert Gore, Sr., and former Ku Klux Klan member Robert Byrd, voted "no.".

Kennedy owed his election in the close 1960 contest to the heavy support of black voters in our largest cities, largely because he won the support of King over Republican Richard Nixon. This came at an opportune time, for growing numbers of suburban dwellers were supporting the Republican party.

In spite of the long history of Democrat racism, party leaders seized upon the opposition to the civil rights bill of the 1964 Republican presidential nominee, Sen. Barry Goldwater. Goldwater had a history of opposition to segregation in his home state of Arizona, having desegregated the National Guard. But he believed that the Constitution prohibited the federal government from regulating matters of state jurisdiction.

That vote won Goldwater only five southern states plus Arizona, as he lost to Lyndon Johnson in a landslide. But his opposition to the civil rights bill was enough to earn the racist tag for his party. When Richard Nixon picked a border state governor as his running mate in 1968, enabling him to win several southern states in a very close election, the racist tag stuck.

It is too bad that, in retrospect, Goldwater’s worst fears were vindicated, as the Great Society corrupted the principle of equality from opportunity to entitlement, with affirmative action, goals and timetables and even racial quotas–racial discrimination in reverse.

The same Lyndon Johnson who, as Senate majority leader in the 1950s watered down Republican-sponsored civil rights legislation, became a "born again" civil rights advocate when the electoral needs of his party dictated the shift. But the shocking–and revealing–fact is that there was no change in principle. Whereas Democrat racism once took the form of favoritism for whites, it easily slid over to favoritism for members of racial minorities.

As former President George W. Bush put it one of his 2000 campaign speeches, the Democrats now preach "the soft bigotry of low expectations." Instead of keeping blacks down by denying them the opportunity to advance of their own merits, Democrats now favor hiring or promoting employees, or admitting students, on the basis of their race or ethnicity.

In what black journalist and author Star Parker identifies as the "government plantation," having what used to be called in the slave and segregated South "one drop of Negro blood" makes all the difference. What previously closed doors for millions now opens them.

But it is a trap. Unearned advantages antagonize those losing out, even as the fact of favoritism is not lost on the supposed beneficiaries. "Soft bigotry" benefits only those who, like the slave masters and racists of old, determine who wins and who loses. The modern bureaucratic state, once thought to be based on merit, now teaches us every day that race trumps character.

When Democrats call their critics "racists," they are engaging in what psychologists identify as "projection." Painfully aware of their racist history, Democrats convince themselves that in their current pose as the friend of racial minorities they alone can be trusted with political power. They imagine that Republicans, who do not pose as friends but actually support equal rights, must be racists too unenlightened to appreciate Democrats’ allegedly good intentions.

Democrats believe that if they call Republicans racists long enough the people will forget about slavery and segregation. But the existence of the race-based government plantation gives the whole show away. Race is the Democrat calling card.

Remembering our landmark Constitution

Today we celebrate the 222nd anniversary of the completion of the United States Constitution by a hardy assemblage of patriots in 1787, meeting for four months in Philadelphia’s Independence Hall. They produced the world’s first written constitution, which has turned out to be the longest continuing constitution as well. While we revere our Constitution we must also be mindful of the obligation that we, the people, imposed upon ourselves so that we can enjoy its benefits in the future for at least as long as we have already. The Constitution has numerous virtues, each one of which merits praise in our public discourse. It is widely understood and appreciated (excepting certain political parties) that the virtue that underlies all the others is limited government. Martin Diamond, who coauthored what was doubtless the best American government textbook ever written, and who was also one of my mentors, spelled out the various ways in which the American government is limited, and each is in its own way, remarkable.

The Constitution limits the scope, the jurisdiction, the powers and the operation of all levels of government. First, it carries out the fundamental principle of the Declaration of Independence that limits government to the security of everyone’s liberty. It is emphatically a movement away from ancient governments, which subordinated liberty to the goals of the ruling class, and from medieval governments, which sought to guarantee eternal salvation.

This is also not a government that attempts to guarantee everyone’s satisfaction but leaves them free to make the decisions that promote their happiness. It rejected in advance the totalitarian regimes that cursed so much of the world in the 20th century, such as fascism, communism and nazism. We must add to that list radical Islam which invades human freedom for the sake of jihad.

Second, the Constitution limits the jurisdiction of both federal and state governments, by broadening that of the former and restricting that of the latter. Before the national government was instituted by nine states’ ratification of the Constitution in 1788 and the first national elections in 1789, we were governed by a loose alliance of sovereign states. It was essentially a military alliance for winning and keeping our independence, but it was incompetent to accomplish even that very well, not to mention the equally important object of promoting commerce among the states and securing adequate revenue.

The Constitution was written mainly to secure a powerful government for the limited purposes of common defense and general welfare through granting it authority to make decisions by the consent of the people, rather than by consent of the state governments. Thus, the Constitution deprived the states of the power to govern the Union, but left with them the vast bulk of domestic powers relating to the safety, welfare, health and education of persons in their jurisdiction.

Liberals today are prone to imagine that the broad authority of the federal government in certain areas somehow justifies any scheme that can be financed by federal revenues. Conservatives, on the other hand, sometimes have difficulty granting the federal government the broad authority over limited objects which it actually possesses. No one stated the matter more clearly than James Madison, known as the Father of the Constitution:

"The powers delegated by the proposed Constitution to the federal government are few and defined. Those which are to remain in the State governments are numerous and indefinite. The former will be exercised principally on external objects, as war, peace, negotiation, and foreign commerce; with which last the power of taxation will, for the most part, be connected." (The Federalist, No. 62)

Third, the federal government is limited to those enumerated powers, particularly in Article I, Section 8, wherein the powers of Congress are set forth. The last clause of that section, known as the necessary and proper clause, does not grant any additional powers but leaves it to the discretion of federal officers the means for "carry[ing all] powers into execution."

The Tenth Amendment to the Constitution, adopted out of an abundance of caution, reminds us that powers not granted to the federal government, nor prohibited to the states, are left with the states or the people. It does not deny any powers that the original Constitution did not already deny.

Fourth, the Constitution limits the operation of the federal government by distributing powers among three separate and distinct departments with an eye to preventing tyranny by either the government or the people, as well as providing the most competent government possible. Congress has the power to make laws, but it requires the assent of two legislative branches and the approval of the President. The President’s veto power is not absolute, as two thirds of both houses of Congress may override it.

The Supreme Court and other federal courts established by Congress have jurisdiction over cases arising under the law and hear challenges from lower courts to federal authority. The power to declare either state or federal laws null and void was not explicitly stated in the Constitution but was thought to be implied by the fact that a limited government required such a check on legislative authority.

The checks on Congress derive from the fact that the lawmaking power is the greatest of all powers in a republic, which includes regulating the executive and judicial branches, funding them and approving their personnel. It is misleading to speak of some sort of "deadlock of democracy" between three equally frustrated branches as liberals often lament and conservatives sometimes imagine.

Congress can deliberate but it cannot provide leadership when circumstances call for it. Only the president is so constituted by its unity, duration and powers. Congress can make laws but it cannot fairly judge violators. Only an independent judiciary can do that.

The Constitution is also noteworthy for its brevity. It consists of only seven sections, the first of which is as long as the rest combined. This enables persons of average intelligence to read and understand its provisions without resort to voluminous interpretations or obeisance to Platonic guardians. Unfortunately, that has not prevented our states from devising exceedingly long constitutions. (For example, California has amended its constitution more than 500 times!) Nor has it prevented virtual canonization of those wearing judicial robes with their unfathomable interpretations.

Again, it is Madison who has the best criticism of the first corruption and, by implication, of the second:

"It will be of little avail to the people, that the laws are made by men of their own choice, if the laws be so voluminous that they cannot be read, or so incoherent that they cannot be understood; if they be repealed or revised before they are promulgated, or undergo such incessant changes that no man, who knows what the law is to-day, can guess what it will be to-morrow. Law is defined to be a rule of action; but how can that be a rule, which is little known, and less fixed? (The Federalist, No. 45)

The Constitution could not have been adopted without compromising with slavery which, sad to say, took a bloody Civil War to extinguish. And it is only as good as we, the people, make it by our continued adherence to its fundamental strictures. Nevertheless, it has continually frustrated the tyrannical ambitions or grandiose schemes of its enemies or confused friends, and God willing it will continue to do so.
